FED:Gillard presser after health talks=6

Ms Gillard told reporters a "full detailed agreement" would be signed after officials
completed their work.

"I did not envisage we would walk into this room and come out with the comprehensive
technical detail of these reforms," she said.

COAG will meet mid-year when it will finalise the agreement.

She said some of the changes would start on July 1, but did not specify what they were.

"People will start to see real changes on July 1," she said.

She said the government would bring forward $200 million as part of the deal.
